I am thinking of putting powering steering in my GTV6 and I need a 75/Milano rack and pump.  Does anyone has a spare or know where I can find one in HK ?

As I know there is one GTV6 have such conversion in HK which done by ToKeung & On Gor .
For parts supply u can try to email kelvincheung518@yahoo.com.hk ( he did a steering rack rebuild/ replacement ) by ordering parts in US.

In term of parts supply in HK, u can buy a good condition 75 to do the conversion

Kelvin and I rebuilt our power steering racks (my 164, his 75) in the US.  Check out Alfissimo at this link http://www.alfissimo.com and ask Jason there by email for a quote for a right-hand-drive job.  I know Sing Gor in Yuen Long also has some connections in South East Asia on Alfa steering racks - he helped Kenneth find the rack for the 164QV.  Other soruces in Europe do it on an exchange basis, but mainly for LHD.  Another source is in the UK - a 164 and 75 breaker-specialist,<gtvince.com>, but you need to get hold of him by long distance call.  Donlt worry, he would call back if he missed your call.   Check PM for emails and phone numbers.   Good luck to you in your search.
